Cid
Torquato studied Law at the University of São
Paulo (USP), where he specialized in International Affairs.
He has worked for the Brazilian e-Government Committee
(Ministry of Planning) and held managerial positions
at StarMedia Networks and Lowe & Partners Latin
America.
In
May, 2001, he founded the Brazilian Chamber of e-Commerce
- Camara-e.net, which he headed until September 2006.
During this period, Torquato took part in various forums,
such as the Executive Committee on e-Commerce (Brazilian
Ministry of Development); Inter-Ministerial Committee
on the Information Society (Ministry of Foreign Affairs);
São Paulo State Chamber on ICTs; UN ICT Task
Force (New York); CCBI/WSIS; E-BITT Comission/ICC (Paris);
and as jury of the World Summit Award. Has worked as
a consultant for ITC (WTO/UNCTAD, Geneva), on ICTs for
SMEs, as well as in projects for the World Bank; Inter-American
Development Bank; UNCTAD; WEF; GBDe; CompTIA; ITAA;
and ITI.
He
has led important missions to promote Brazilian ICTs
in Korea, India, USA, France, England, Argentina, Colombia,
Bangladesh, Ecuador, and Bahrain.
He
has published three books on the Digital Economy, and
keeps an active agenda of consulting, presentations
and systematic collaboration with the media, with articles
as well as a reliable source of trends, knowledge and
information.
